Richard Abel is Director of Domestic Energy Markets with the Department of Trade and Industry, with responsibility for policy on security of domestic energy supply, and the regulatory framework for gas and electricity markets. Prior to this he worked on strategic export licensing operations in DTI. His civil service career has also included time in the Ministry of Defence and in the Cabinet Office and he has also worked for an independent multi-stakeholder advisory body on GM crops.

Kelvin Beer is a director in the Ernst & Young Energy practise. He leads the Oil & Gas Infrastructure Projects Group and is an expert in major gas project development, commercial risk and strategic support. He also specialises in energy security issues. Kevin is currently Secretary of the World Energy Council’s major project ‘Assessing Europe’s Vulnerability to Energy Crises’, leading a team of 30 top European energy experts in assessing energy security in Europe. He will report direct to Commissioner Andris Piebalgs during summer 2006.

Colin J. Campbell has worked in exploration in many parts of the world, including Ireland. His last overseas assignment was as Executive Vice President of Fina. He is presently Chairman of ASPO, an international organisation dedicated to the study of the peak and decline of oil and its impact on society. ASPO IRELAND has been formed to represent the country in the organisation. He is author of several books, the latest being Oil Crisis.

Helen Donoghue is Principal Advisor in the Energy Policy and Security of
Supply Unit within DG Tren at the European Commission. She was a member of
the team within DG Tren which was responsible for the November 2000 Green
Paper ‘Towards a European Strategy for the Security of Energy Supply’. She joined
the Commission in 1983 and has worked in several Directorate-Generals, including
research, information technology, environment and transport and energy.

Paul Harding became Managing Director of Urenco (Capenhurst) Limited in
2003, and is responsible for 400 employees operating one of Urenco’s three
European Plants performing uranium enrichment using world leading ultra modern
gas centrifuge technology. Graduating from Oxford University, Paul has 25 years
experience in the industry and he has held a number of senior management posts.

Peter Hughes joined BG Group plc in January 2005 when he was appointed to his current position. His primary responsibility is for developing BG Group’s long-term strategy. Prior to joining BG Group, he was Vice President, Strategy and Portfolio for BP Gas, Power & Renewables. Before this he worked in a range of other international roles, including working for the European Commission in Brussels and for Cambridge Energy Research Associates (CERA) as Head of their European Energy and PanEurAsia Groups, based in Paris. He also held a number of different positions during a previous association with BP, including international assignments in Japan and Belgium.

Dr Valerie Marcel specialises in energy security and middle east politics
and has considerable expertise in gas and oil markets and in international energy
issues generally. From 2001 she was adjunct Professor in International Relations
and Geopolitics, Institut d’etudes politiques de Paris, and prior to that was a lecturer
in international law, Cairo University.

Michael Meacher MP,
Former Minster for the Environment
Michael Meacher MP has been Labour MP for Oldham West and Royton
since 1970. He was Privy Counsellor and Minister for the Environment from 1997-
2003 and a Member of the Shadow Cabinet from 1983-1987. During Labour’s
spell in opposition he held the position of Chief Opposition Spokesman on a
number of issues including Environmental Protection. As Minister of the
Environment he was responsible for climate change policy and was the United
Kingdom’s Chief negotiator at the international negotiations leading to the Kyoto
protocol.

Andy Morris a Director with ILEX Energy Consulting Ltd, has worked in
the gas industry since 1983. With British Gas in Cardiff and then London he gained
experience in the competitive industrial, commercial and power generation sectors.
He joined ILEX in 1997. In that time he has advised a large number of large
consumers on their gas purchasing strategies and on gas transportation issues in
Britain, Ireland and Italy, as well as providing market studies and gas price
projections for project feasibility studies and market traders.

Dr Machiel Mulder is manager of the Network-Industries Programme of the
Netherlands Bureau for Economic Policy. Within this governmental economic
research institute he has conducted several studies on the economics of security of
supply. He has analysed costs and benefits of a variety of policy measures directed
at security of supply, such as investments in strategic oil stocks, subsidising
alternative energy fuels, imposing restrictions on domestic gas production and
creating incentives for private firms to invest in peak generation capacity. His latest
report is directed at the welfare effects of the Dutch gas-depletion policy.

Paul Stevens,

UNIVERSITY OF DUNDEE,
Paul Stevens is Professor of Petroleum Policy and Economics at the Centre
for Energy, Petroleum and Mineral Law and Policy, University of Dundee. He
formerly taught at the University of Surrey. He also works as a consultant for many
companies and governments. From 1973-79 he taught at the American University
of Beirut in Lebanon interspersed with two years as an oil consultant. He has
published extensively on energy economics, the international petroleum industry,
economic development issues and the political economy of the Gulf.
Transforming the UK’s Security of Supply Position by Accelerated Development of Renewable Energy
Brian Wilson,

Brian Wilson is a former British Energy Minister who is now chairman of the
UK Operations Board of Airtricity. Brian served as an MP in the House of
Commons between 1987 and 2005 when he retired from politics. He held five
Ministerial positions in Tony Blair's governments and was latterly the Prime
Minister's Special Representative on Overseas Trade.
